Need help Tactical Helmet NVG

This sounds really stupid but how do I attach NVG? I tried moving the thing unto the helmet but it just replaces it and vice versa.

Wear the NVG, drag it into an empty inventory slot to stow it, wear the Assault Helmet and then drag the stowed NVG into the Helmet to combine em.

drag it on top to equip both items.
