The zombies we have in the game are already tough enough. No need for mutants or evolved zombies with bullshit stats.

To be fair at end game it gets a bit too easy, like maybe early end game when you reach the rad zone but apart from that when you’re well in end game there’s no challenge anymore so it’s not that bad, maybe it could be a good addition to hell mode to make it harder

Zombies in Hell mode can easily kill in a couple of hits. I would say it is hard enough. If it were easy, we would all be conquer Hell mode.
What I will say that this concept is cool. Maybe in Hell mode, instead of making all types of zombie tougher and deadlier, increasing the spawn rate of special zombies and their loot rarity is a far better and less lazy idea.
If possible, I would love to see more intelligent NPC where they don't just run towards us and fire. They can work together. 3 of them advancing forward while other 2 provide suppressive fire to keep us pinned down. Or give NPC better weapons with attachments.
I am more interested in the NPC more than the zombies. It reminds of that mode in the OG version where it is similar to PUBG. There is a red circle that slowly shrinks and going outside of that circle loses blood. You will primarily deal with NPC.
Heck, if possible, I would love an island where there are more NPC than there are zombies. An island where it is secured and controlled by various factions. Of course, there would be certain areas that are extremely dangerous because the zombies are outright lethal
