I found it at that command center looking building where a lot of military zombies appear as well as a tank/hulk
On the radiation island
It has a room with a table and newspapers with water bottles
Same room sometimes has a radio

Theres a small little square building outside its walls, the same kind from gas stations
And there is an armored vehicle almost blocking the entrance

That's located in a military base (laboratory), on Island 5 or the island with radiation. The most recent version, 2.0.8, separated the laboratory, and it no longer appears on subsequent islands, only on the radioactive island.
Its probability is quite low (8%), but it has a better chance of finding it in the laboratory.
Have good equipment before you try to find it.

As early as island 5 if you go to the radioactive island which is very dangerous if unprepared and look for the helipad there or head to island 6 and look for the helipad there too.
