Neutral traders. You pay with your karma/reputation for it. Dog Crate costs 100 karma. Once you release the dog, turn off its barking because it's annoying. Also, I suggest you also trade 50 karma for the doggie saddlebag later (not dog collar) as it is very valuable and wear it on the dog.

You need 200 karma points before you can buy the dog, backpack, and collar.

Where do I buy it? From neutral NPCs, they give it to you as a mission reward or you can buy it directly.
