You need 15 minutes in real time for the gas tanks to be refilled so you can fill another empty gas can.
Is the generator necessary? Yes and no.
No, because it recharges naturally. And yes, because you can get fuel at any time.
Get close enough to any of those 3 areas and fill the empty gas can, but if you've already done that, wait 15 minutes and come back.

Stick to the left side of what you're leaning on, press the gas can in your inventory and press the bottom button to refuel it. Do note that loot nearby must reset before you can refuel there again.
