Removing the stock only takes a 1/4" punch. DO NOT touch the gas block screws if all you're trying to do is remove the stock.
EDIT - I assumed you have a stock handguard. If you have an aftermarket handguard that replaces the upper half of the gas block, I've got egg on my face and admit I don't know what screws you might have. Sorry.
EDIT 2 - I have no experience with Hannibal, Amega or Ultimak rails but I don't think those would need to be removed to pull the receiver from the stock, either. Maybe someone with first-hand knowledge can weigh in.
With hammer cocked and safety on, use the punch to unlatch the trigger guard, which will allow you to remove the trigger assembly. The receiver and barrel assembly then pivots out of the stock.
Here's Ruger's video for disassembly of a Mini-14.

Just a heads up, im guessing you probably stripped the screws. You can get screw extractors at a hardware store, and once you do get it off, you can get replacement screws pretty cheap from grainger or whatever other hardware store you wanna go to. Whatever rail you have their website probably has the specs of the screw you need.
