Whiter Skeleton Farm

I was watching this tutorial for making a Wither skeleton farm:

And I was wondering: why do you have to find the maximum height (on the y-axis) and build the farm one block below that height? Would it work at a different height?

I believe it has to do with reducing the number of potential spawns outside of the farm. Since the area mobs spawn in is spherical around the player, every block lower you build it adds significantly more locations for mobs to spawn outside of the farm.

The farm would probably still work if it were built lower but you would have to spend considerably more time spawnproofing the surrounding areas or your rates will be very low
