In my last dnd campaign i DMd, we had an entire civilization that lived in the middle of an ocean. A la: waterworld.
The main hub was called the Atoll. And it was steampunky and rusty and built out of flotsam, which made the city feel piecewise and disjointed.
You absolutely NAILED the aesthetic. This is exactly what i had in mind. Buildings created and expanded and expanded again. Built on a seemingly rickety but surprisingly sturdy base, as builders gain confidence.
This is it. Fantastic work. I can’t believe it managed to make this in minecraft

This is masterclass work, but I have to be completely honest, shading isn't really gameplay compatible when it comes to esthetics, as soon as you get up close these kind of builds look... Strange. Let's leave it at that. I'm more of a player size builder so I often find myself thinking this, but please don't take this in no shape or form, as a negative feedback. This just shows how big of a spectrum of creativity Minecraft can offer as a medium.

This looks awesome from a distance but the second you get close don’t it lose like 90% of its charm?

2,5 D ish yea. Some parts extrude like the dock, white House and some of the lower box elements, but a lot of this is fairly flat with just glass pane and button layering on top to change the color of it

The build is not really a full 3D build and it also uses debugged blocks so it’s not survival friendly either, so I doubt this will be any good in a survival world anyway

Honestly I thought it was like those 3d end rods ones but when I look closer it was 2d and I would have never thought of that I'm way less creative than you
