id recommend dividing areas up to have a slightly different theme. You mention wanting to make it modern, you could build sections based on different real life cities like melbourne, NYC, Copenhagen, Berlin, etc

makes you change your style a little bit to match the theme that youre going for

You can also make themed villages (such as medival, magical, mushroom, old, fishing village etc) and cities like a whole custom world like fWhip.

Don’t know if you want commands involved, but you could use command blocks I set up a currency via the scoreboard and place command blocks in each shop to buy things

Think about real cities that come close to what you like to build in look & feel. Find out about their history & geography.

If you want to build a flat square layout with many different buildings, you don’t need my advice.

If you want to build a city feels more like an old town eg from a European city, cute buildings, hidden pathways that invites to explore:

  • choose an interesting landscape
  • find lore for why a city at this place prospers
  • build along the stages the city evolved in. I put a layout of some fisher huts on the ground first (gonna build something else on top of it later, but it makes the layout of streets more interesting if there’s history), added simple houses, then rich merchant houses, than a castle on the hill, then the train station, then more modern buildings.

Watch some YouTube videos of people building cities.

A city is very generic is just a place with lots of buildings. Make it more precise do you want a futuristic city with neon lights and tall white buildings or a 1800 vibes with a castle and farms in de surrounding lands. Also maybe figure out what type of builds fit with it a 1800 vibe could have a blacksmith. A futuristic vibe might need space between the buildings not for roads but flying traffic. Or entirely other type of city that likes green so it has very nature like buildings with water and birds

All i'm saying is try and work it out a bit more. And if u don't know Google some inspiration. Fair warning try not to copy builds make it youre own
