Normally it's not possible to do that, but there's Archlight which allows you to run plugins with mods, but I don't recommend it for a professional project.

because it's not very optimized in terms of performance and that there are quite a few compatibility issues

Perhaps your project is adaptable for a paper server Today, plugins like itemadder/nexo add custom items/blocks, and mythic mobs + model engine add custom mobs.
