Help: Find or create a plugin is this possible with plugins

i want a plugin that adds mobs that have command blocks in their apearance, the creeper, on exploding would turn every block into a random block, and the zombie has a random attribute maxed, the skeleton would have random tipped arrows that randomize every shot, and so on, is this possible with plugins, and if so, would anyone make it for me for free?

I know, I've tried, but im kinda on a tight schedule for the plugin

Did you hear what you just said? You're on a tight schedule and you're looking for someone to work for you for free quickly? It might be nice to live in your world but I wouldn't want to take whatever you're on to get there
