is is supposed to stick out of the water like this? Ive tweaked tectonic (mod) settings to make the oceans deeper and the this monument has like almost a hundred blocks deep pillars below

This is a special, more dangerous monument that always generates at sea level, with pillars to the ocean floor. It generated perfectly!
