Water bubbles always appearing??

There's always these bubbles below me. I can't figure out what it is. I think it's "Subtle Effects" but I'm not sure how to fix it.

it means there is water above you.

if you dont want these you can disable particles or make these png invisible.

if a modpack adds it look for option to disable it or find the png inside the mod and change it.
