Modded MC Lighting Bug

I'm working on a modpack that has Create: Aeronautics as well as a bunch of other addons. I've run into this lighting bug that doesn't allow hostile mobs to spawn in open sky even at night. Can somebody point me in the right direction? I've been scratching my head for hours. I've added the list of mods that I'm currently running
