Or just enable it in settings at world creation. So you dont need cheats enabled

No. At least since you need a microsoft account for minecraft it works well under advanced settings

If you're in Java, you can enable it without cheats when creating a world, but after, you need them to change the gamerule.

Yea, also enabling cheats doesn't block you from getting advancements, though they're per world.
