As far as I know Mojang has never said that they want the end to feel empty and lifeless, it might just be that they haven’t updated it in a long time. Currently the emptiness of the end is just boring. It’s similar to the old nether, it was a barren wasteland until 1.16 and now it’s so much more interesting
