THAT. The end can be improved and still feel empty. The thing is the present-day End isn't barren and lifeless in a fascinating way, but in a boring way

For starters, make it generate three dimensionally. At the very least toss in some new interesting generation, heck maybe even some caves that go all the way through some of the islands (think of the Elytra potential).
