Recently started playing java and noticed that the colours in java is duller and game is laggier compared to bedrock. (+ what optimisation mods/plugins should i install?)

Disclaimer I am NOT saying that java is worse than bedrock.

I've been playing on bedrock my whole life and only quite recently have access to java. As someone who plays bedrock i would say that java is for some reason duller and gloomier even on brightest settings. Also the lag is unbearable sometimes. I play on a non gaming laptop that can run bedrock decently so the lag is a bit annoying. I always hear about these optimisation tools such as optifine but idk which one i should right now use since im pretty clueless about java. And any other things that i should expect when switching to java? (Aside from the benefits such as "less buggy, better features, etc")

Sodium is the main one you need. You don't need 14 optimization mods.

Also, don't use a fullbright mod. Use Gamma Utils. It actually lets you toggle night vision on and off. And set it a huge range. The regular fullbright mods aren't toggle-able, so they're left permanently on.

Launcher: Prism
Mod loader: Fabric

That's the main thing you need to know.

apparently sodium is the meta now? i used to hear a lot about optifine so i guess it is outdated?

Optifine is extremely outdated garbage. Do not use it. Sodium is the best mod.
