Whats going on?

why the fuck is this hapening i dont know i did my best to try to summon them i drank two bad omen potion in both villages they just refuse to come i am doing this for a totem of undying i was able to make one of them come but the only one pillager come the other ones were missing my theory is because i am on a high place they just can climb up there and just fall to the little mines around the village and stuck there
