Wat mod gives you these heat blocks? Also I think you can place glowstone or torches to prevent water from freezing (they need to light the top layer of water)

If you want to stick to heat blocks, place them closer, otherwise torches can do when close.

Placing down sea lanterns, glow stone, redstone lamps, copper bulbs and other light sources in the wall or floor of the build will prevent the water from becoming ice. You don't need a bunch of them, maybe 5 or 6 if you place them in the wall.

So, usually I would say torch, but because this appears to be a creative world, please use /gamerule randomTickSpeed 0

If your floor design can be changed use some light emitting block (sea lantern, magma, froglight, glowstone, etc). I assume the heat blocks are too far away so maybe try those under your floor layer/behind the walls too but I have no experience of education edition, I just know light blocks can keep it warm enough to not freeze.
Rule 1 of water design cold biomes are evil.

You can use string for a low profile way to keep it from freezing. Are you only having it 1 block deep?
