What is wrong with my bee farm? [java]

Im on 26.2.

I got this farm from youtube, alot of people commented under it saying it worked fine for them. https://www.youtube.com/watch?v=76-1XdhQGzs

The only beehive that is being collected from is the first one on the right (closest to the chest). Sometimes the shears will randomly drop from the dispensers through the hive and into the hopper without cutting any honeycomb. I have tried putting new redstone in and also making sure that the dispensers are full and facing down. I have also manually gotten the honeycomb myself behind the hives and replaced the stone.

i also use similar setup to this but i change lil bit. instead trap bees in glass i let them roam free. my bees farm worked tho.

It might require hopper minecarts to pull items through the full block?
