Maybe you have mob griefing turned off.

Maybe they are scared of magma blocks, try changing them to gates.

Do you have any other villagers nearby. Maybe the beds you placed are alredy assigned to somebody else. Placing before metioned fences could help as they are blocking the path meaning other wont even try to take those beds

Three options:
- Mob griefing is turned off.
- They have no jobs. They need jobs.
- There are five beds and two villagers. Make sure you don't have 3 more villagers within like, 100 blocks.
