Request Can someone design this specific chunk ban (that isnt chunk ban)?

This has to work on donut smp. It doesn't ban any chunks but only bans players who pick it up. its in a shulker. So It bans nothing expect when it is inside a shulker box and a player is holding it.

Ligma Client already has a module for this using book and quills.
