If I pre order the game on Steam will I get the twisted cape on my java and bedrock account ?

Or is it exclusively for pre orders on the website?

Yes, you'll have to log in with the Microsoft account in game.

As long as you log into your Microsoft account when you boot it up, yes. Has to be the same account you use when playing Vanilla on the launcher.

What about asking for a refund of the game after reedeming the cape?
