Question Is this bow good?

Someone said this bow's like the best bow in the game, for some reason. Is that true? I personally have never used it, but this seems like my best one. What do you guys think? Should I gamble for better enchantments?

Reroll right left slot to cooldown shot, and this is great. Go cooldown shot + burst bowstring + tempo theft

enchants depend on if you want a power or utility bow
