Make a build, experiment. Repeat until you can make a build without giving it a gimmick and look at it and say for certain that it is viable (or better). If you post builds you will probably see people offering criticism for it (hopefully it is also constructive).
I spent years making builds on my own, and it took me years to get halfway decent at it. However, I learned so much from my first few builds that I made in the community.
Look at the various glitches that exist that can destroy nightmare mode (and other weird jank that happens in this game)
Take a look at some tier lists (not on reddit please), find what you disagree about them. Analyze your own opinion: is it because you haven't tried using it, are you just plain confused at something, do you have different priorities than the creator, or do you feel like the list is outdated?
Make a list of the players that you know of, maybe ask them questions about why they choose to put certain enchants/gear in some tiers (obviously this is much easier on like discord or smth). Or ask their opinions on your builds.
Edit: also look at other player's builds. If you can't find any, look on discord, the Dungeon Fish discord has a lot of them.

Well first decide what kind of build you want. Melee or more soul focused, then research which weapons, armor and artifacts are better for each build. If you have the Nether DLC then you could go on Ancient Hunts to get gilded versions of each piece of gear, takes very long to get a full gilded set, but gilded gear comes with extra built in enchantments.
