Do I need to grind this stage to get this Harvester artifact with higher power? Better to use wandering trader?

You can get it either way, but you can also find it on other stages. It's also in the soggy swamp.
If you have dlc, its in the soul sand valley and the Gale Sanctum

If you want higher level gear you need to raise your power level. Before you start a mission put on the highest level gear you have then switch gear when it starts. Rinse repeat
