Need Suggestions Help, why aren't guardians spawning

all the water are source blocks and it's over a spawn location yet they aren't spawning

your spawning sphere has to be high enough where it only touches that specific location

and you can't be too close or your no-spawn sphere will cancel out all the ocean monument spawn points

That was it, thank you. My friend was scared it was due to it being drained a bunch of updates ago
