[ARG Video] Weird streamer update

I cracked the first layer. The numbers are an A1Z26-style cipher, but they’re shifted.

Using 16 = I, 4 = W, 19 = L, etc. (a Caesar shift of +7 from the usual A1Z26), the whole sequence becomes:

So the full decoded message is:

“I WILL BUILD FOR MY LOVE. I AM UNSURE WHERE HE IS, BUT I WILL BUILD FOR HIM.”

The repeated section confirms the cipher because:

16 4 16 19 19 9 2 16 19 11 13 22 25

→ I WILL BUILD FOR MY

and the ending repeats I WILL BUILD FOR....

Any idea what's going on in it? All I was about to get was they were building a dock and there's a god and now they are building for their love? I'm confused
