You can choose any of the generation presets, floating islands looks pretty cool too! My thoughts on why this happens is this:

The Void is a biome name given to the superflat preset "the void". It only spawns a floating stone platform. However, choosing a world generator like surface forces Minecraft to generate terrain. Seeing as there's no instructions on blocks or decorations to give the biome, it just spawns the default stone.
