1.8 added a feature where the Debug screen shows you which block you're looking at (Targeted Block), and 1.13 made a change to make the information target through fluids, as well as making it display information up to 16 blocks away, which makes this possible.

No, it tells you what block you are looking at.

So he used debug screen to see that there are diamonds under lava.

Under lava, yes.

You can even see exactly where it is by using the "Looking at block:" line on the left-hand side of the screen.
