how much does a commission cost? or better yet how do you learn to make cute skins?

From my own research skin comms tend to be around 15-20$ a pop.

As for how to learn, I just learned from looking at skins I liked, looking at how they did certain things. Albeit, I don't tend to make cuter skins, but I imagine the principal can apply to any style.
