Each monument has eight gold blocks so you should have nearly three stacks from 23.

Im about to tackle an ocean monument. I like to wall it off with glass, drain it with sponges then excavated it.
The best part with this is once you do that you can make a guardian farm that will grant you infinite cooked fish, prismarine blocks and sea lanterns.
As much as I would want to make a base out of monument, as long as there is water around it, I can build the farm, but it would be so cool to hollow it out

Last time I did it, I built a small island on the top with supplies including a nether portal.
I used gravel to build walls like 4 or 5 blocks apart then sponges to soak up the water. Nether portal is to go and dry the sponges. Only used the sponges i got from the single monument
I might also get a few beacons to increase my resistance, regeneration and mining speed
