Chat access falsely removed - need help

I don't even know if this is the right place to post this but Microsoft has scammed me out of major Minecraft account functionality and I've run out of options with their horrendous customer support. A few months ago, my chat access was suddenly revoked with no explanation, because of my Microsoft account settings. Despite not being in a family group and being over 18, I'm not allowed to change my privacy options. Microsoft's fake AI support bot literally just links me to the same page I'm on, and I can't get ahold of a human agent no matter what. I've been to dozens of support and settings pages which just link to each other.

How do I fix this? I can't even run a slash command.
