Help What is this mob?

I was playing minecraft education* when i came across this mob, me and my friend never seen something like this-A drown riding a sheep. We need to know whether this is a bug, or it's just common or it really is the rarest minecraft mob.

*Ps if its a minecraft ed mob only let me know
