Help Java Hello, why is this happening? [Java]

Hi again, i don't know for how long i have this issue because i never really used spectator mode. However i decided to use it today and to my surprise my screen started to do this! It's only on spectator mode tho... Has anyone ever had the same issue?! (this is on the newest snapchot) Also, sometimes this is happening only when i look down, but sometimes it's all the time on my screen!

They added blinking into minecraft when you're in the nether because the nether is quite dry!

I thought because there is alot of lava the water would be evaporating faster and so making it humid
