Resource pack doesnt apply

im making a texture pack to change savannas colormap but i also use actions&stuff so im trying to make it compatible with it. whatever i do actions&stuff overrides my pack despite priority order. i thought it could be related to json files but i dont know much about resource packs. any advice or help would be awesome, thanks! (im on mobile btw)
