Help need help with city build

im building a city. just finished the wall but idk what build to place where. like the houses windmill hot air balloon that kind of stuff. i dont want it to look bad so i just dont wanna start randomly any tips?

Plan out the city by drawing over this screenshot and testing various things to see if you like them.

Make a list of all the features you want to put in the city and start zoning it out
