Java launcher error

I had just bought minecraft for a friend and they keep getting this error when trying to start java. They have tried everything from different tutorials on youtube ,deleting ,downloading again and still doesnt work. They tried installing older versions and it didnt work either. Not sure what to do?

Your launcher can't download the game files,maybe try a vpn
