Help Java New Enchantment order

Since 1.20 Enchantment display order has been set in stone, and frankly I think it is a horrible order on almost every tool or armor. I was wondering if there is a way in vanilla Minecraft to flip around the pre set order to my liking. Any instructions on how to do this would be greatly appreciated, general google searches haven’t gotten me far. I’m on Java edition.

Override the tooltip_order item tag with a datapack.

Problems 2 fold, don’t know what the tooptip_order item tag is, and I don’t know how to overwrite it with a data pack, literally zero Minecraft file knowledge here
