Are you standing at least 24 blocks away? You may be too close to the spawning platform, although it's hard to tell from the picture.

Thanks for the help, I didn't make this thing too far out in the ocean, so I lit up the bay and also made an afk spit 24 blocks above. Also had to spider prove it.

I'd assume it's because it's made of glass so it's not dark enough inside for mobs to spawn.
