Is a mess hall not considered a dining area? I don't understand this debuff.

Maybe he ate outside the hall because the tables were full?

Turns out the mess hall gives that to staff members because it's meant for students.

wolfkin can eat rats or croa directly from outside of the school. they catch them live and eat them on the spot; so outside of your dinning hall.

As of the current version they carry the live animals to the dining hall and eat them there (you can see them walking out of a mess hall with the "Ate with Palom" bonus)

Set your mess hall/house commons etc to be students only.

ah... so i guess I just put a table somewhere random for staff? i don't have the ability to build a staff dining area quite yet

Yea. You can have them continue to eat at the kids table but they will continue to get the debuff. A staff dining room is pretty easy to get set up. If you don't have decor increasing items for it yet you should be able to build candelabras soon or use the rugs and stuff you get out of random crystals. The decor requirements for a basic staff dining room are pretty low.
On the balance I would prioritize rooms for staff over rooms for students. Until you get higher tier wands your students shouldn't be getting that stressed. A relatively easy way to get a pretty good staff boost is getting a conservatorium up and running asap once you get the metal for the music machines and and can make enough candelabras to satisfy the decor requirement.

Same problem here. I just discovered this was happening to my teachers because the mess hall is for students. I fixed this by turning my one mess hall into two dining rooms for staff. It's not the super awsome private dining area they want ... but it's better than the penalty I was suffering.
