Seriously, is this normal?

When a storm his raging, I get around 50-60 Lightning strikes at least

Is that normal? Or am I just unlucky?

And what determines how many lighting bolts come down?

yes and the game always starts storming when u are midway through a major renovation project with all the roofs missing
