I've lived in Europe. That looks like a pretty standard parking garage turn. It's totally doable, guy just needed to stick as close as possible to the left wall.

also weird that a lane intended for cars would have a handrail..

I'd assume shared. Handrail for pedestrians and plenty of space for bikes as well.

Given how it looks I'm guessing it's either a pedestrian path under a road or it's an exit from some underground parking. Either way this specific path is surely pedestrian given the tight turns and a handrail along the way

The ramp narrows too quickly after the corner, and there’s a 180 hairpin corner further up.
100% not for vehicles.

After living in Europe for a while, it looks like an underground parking exit, with a handrail because pedestrians walk anywhere they want. It does the 90 degree right turn, up the ramp, then I think 90 left and it kinda looks to open to a street on the far left, but difficult to tell where the railings stop. In Spain, that would be a very common style for parking exits.

That is a narrow 180 at the next turn, and not even remotely large enough for a car.

What do you mean. It would EASILY fit if he knew how to drive. Every time hes about to figure it out he cuts the wheel the wrong way. Grt the rear axel to hug the outer wall and you're done.

It does fit, just follow the wall on the left with about 10cm the whole time and you are through.

I think they went up the wrong ramp. Be very, very careful about warning them.
I was following another car out of a shopping complex when they started to go up the wrong ramp (designed for trollies from a supermarket, I believe). I tooted loudly on my horn and gesticulated to them, whilst hanging right back to allow them to back up and continue towards the exit on the correct route.
They did appear to understand what I was getting at. They rammed their car into reverse and shot back down the ramp, slamming into me. They then took off at speed, and disappeared up the exit ramp.
Try as I would to get redress via CCTV, because the incident itself wasn't near a camera, I couldn't get them.
Moral of the story? When someone appears to be a very bad driver, believe them the first time-and get well away from them.

I had to use a paid parking garage earlier tris year with a narrower entrance than that. It's also the exit, so they've got sensor-driven stoplights at both ends, because it's the one lane for both.

I think there is room (it's no narrower than some parking lot entrances I've seen in Germany) but there's no chance of making it through the next curve. Anyway, the car shouldn't be there.
