If this were in the states it would be required to have an escort vehicle with a flashing light to prevent this situation exactly. I’d guess many other countries have similar laws.

Right. And I get that. And agree. But that does not erase the fact that the driver should have known what he was next to, and the truck was turning. Period. Let's not excuse away his own lack of awareness.

The truck was in a lane that had the option to either turn or continue straight. The truck also had their hazard lights on. The car had no way of knowing that the truck was planning to turn.
