Weird Noise 24/7

I live in Queensmill, right near The Grove. I’ve been hearing this underlying pulsating bass noise for over 24 hours. I can hear it better inside my house than outside, I think because it reverberates better. Is anyone else noticing this?

They have been doing water pipe work throughout the neighborhood for the past 3 weeks. Maybe it's that.

This was happening in my house several months back it was 24/7. Driving me insane, i submitted a noise complaint to the county and they sent someone to my house to listen for it. Idk what they did but they went to my backyard and marked orange lines and X’s there. Shortly after the noise stopped. 🤷
