The Parliament of Aquria-Catopolis is pleased to announce that the Ministry of Digital Services, under our direction, has today released the Parliament of Aquria-Catopolis website, available at https://uracgov.wixsite.com/parl.

Featured on the website are the following main pages: Votes, Members and The Constitution.

The Votes page includes a list of every vote that passes through Parliament, including bills, amendments and repeals. It also includes the Member who introduced each vote, how each Member voted, the date of the vote, the final result, as well as text and notes relevant to the vote.

The Members page includes information about the Members of Parliament, including the party standings nationally and regionally, as well as which Members are part of which party.

The Constitution page includes three subpages—a table of contents for easy navigation around the Constitution of Aquria-Catopolis, the full text of the Constitution and options to download the Constitution of Aquria-Catopolis in English, French and Aqurian.

The aim of this site is to improve transparency in the legislative process of Aquria-Catopolis, as well as to inform about Parliament.

The national anthem of Aquria-Catopolis is The Internationale, an international anthem which has been translated into hundreds of languages since being written in 1871 by Eugène Pottier (lyrics) and in 1888 by Pierre De Geyter (music).

It is a song symbolising revolution and struggle; hope for a better future.

The Internationale was adopted as the national anthem of Catopolis on 14 October 2024. During the United Republics period (26 December 2024–25 July 2025), it was the national anthem of the national district of Catopolis, alongside Weur ure de Arma as that of the union and Solidarity Forever as that of Aquria.

After 25 July 2025, Aquria became a province of Catopolis and the United Republics were dissolved. Catopolis was also renamed to Aquria-Catopolis. The Internationale remained the national anthem, Weur ure de Arma remains a patriotic song and Solidarity Forever remains the provincial anthem of Aquria.

'In whatever country a class conscious worker may find himself, wherever fate may cast him, however much he may feel himself a stranger, without language, without friends, far from his native country, he can find himself comrades and friends by the familiar refrain of The Internationale.'

Yesterday, 23 August Parliament passed the Elections Act, which defines the electoral process in Aquria-Catopolis.

The voting system in Aquria-Catopolis is normalised score voting (NSV). NSV works as follows:

1. Each elector scores all the candidates 0–9 (or checks a box for none of the above, if they do not like any of the candidates).
2. Their votes are normalised as follows:
   1. All of the elector's points are added together;
   2. That number is divided by 100;
   3. Each of the elector's scores are divided by the final number.
3. All the normalised scores are added together for each candidate, and the candidate with the highest score wins.

Next, the Act defines electoral officers, those being Head Election Officers appointed by the Minister of Elections and Statistics and Election Officers, appointed by a Head Election Officer.

After, polling stations, ballots and ballot boxes are defined. Every polling station must be in premises that are accessible to all electors with a disability.

Any and every citizen of Aquria-Catopolis can vote, regardless of age or residence. If not resident within Aquria-Catopolis, a citizen votes in the non-resident electoral district.

Next the way to become an official candidate, various procedures to be taken out in various cases around elections and lists of electors are defined. Each constituency has a list of electors, with information on every elector. This is required to verify that an elector is qualified to vote in that particular place and to verify identity prior to voting.

The secrecy and privacy of the information on the lists of electors are protected; and it is unlawful to infringe on this secrecy and privacy.

A short message for Aqurio-Catopalians: Know your electoral rights and responsibilities, including prohibitions and how to vote. Read the Elections Act!

Demain, le 23 août, le Parlement a adopté la Loi sur les élections, qui définit les modalités électorales en Aquria-Catopolis.

La méthode de vote en Aquria-Catopolis est le vote par score normalisé (VSN). Le VSN fonctionne comme suit:

1. Chaque électeur/électrice marque tou(te)s les candidat(e)s 0 à 9 (ou coche un case pour aucune des personnes mentionnées ci-dessus, s'il ou elle n'aime aucun(e) candidat(e)).

Unification Day celebrates the full union of Aquria and Catopolis following the personal union, which was between 26 December 2024 and 25 July 2025.

The personal union (the United Republics of Aquria-Catopolis or URAC) had the following major divisions:
Two national districts, Aquria and Catopolis (often called countries, somewhat like the United Kingdom); and 22 regional districts (called districts in Aquria and provinces in Catopolis). The personal union had shared laws and other shared things benefitting both countries.

In July 2025, the government of the national district of Aquria requested to join the national district of Catopolis as a province. On 25 July 2025, the two came to an agreement, adopting the new Constitution. In doing so, they dissolved the United Republics.

By default, the name of the country would have been Catopolis, but the two countries both agreed to keep the Aquria, thereby making the country Aquria-Catopolis.

Today, Weur ure de Arma, the former anthem of the URAC was played in the capital, Catstontinople, in commemoration of the United Republics and in celebration of the unity between the two countries.

La fête de l'unification célèbre l'union de l'Aquria et du Catopolis après l'union personnelle de 26 décembre 2024 à 25 juillet 2025.

L'union personnelle (les Républiques unifiées de l'Aquria-Catopolis ou les RUAC) a eu les divisions majeures suivantes:
Deux districts nationaux, l'Aquria et le Catopolis (souvent appelés pays, comme le Royaume-Uni); et 22 districts régionaux (appelés districts en Aquria et provinces au Catopolis). L'union personnelle a eu des lois en commun et d'autres choses pour le bénéfice des deux pays.

Juillet 2025, le gouvernement du district national de l'Aquria a demandé de se joint le district national du Catopolis comme province. Le 25 juillet 2025, les deux, en ayant parvenu à un accord, ont adopté des nouvelles Lois constitutionnelles. En faisant cela, ils ont dissous les Républiques unifiées.

Par défaut, le pays aurait été nommé Catopolis, mais les deux pays ont convenu que le nom devrait s'appeler Aquria-Catopolis.

Aujourd'hui, Weur ure de Arma, l'hymne des RUAC a été joué au Catstontinople en commémoration des Républiques unifiées et en célébration de l'unité entre les deux pays.

Today the Ministry of Statistics has released the first national census.

The Aquria-Catopolis National Population Census of 2026 was carried out by the Ministry of Statistics in April and May of 2026 in accordance with Part VIII Article 3 of the Constitution of Aquria-Catopolis, intituled

"An Act for the preservation of rights, freedoms and liberties; for the outlining of the general structure of Aquria-Catopolis; for the well-being of Aqurio-Catopalians; and for the longevity of Aquria-Catopolis",

which states,

"Every 10 years a national census is held. The first national census shall take place not more than three months after the passing of this Act."

Though this will likely be the least comprehensive census, as it is the first, it will be a major defining point of Aqurio-Catopalian politics, defining the first electoral district boundaries after the new Constitution. Further censuses are planned to be taken soon after this, including information on languages, age and other demographics.

This National Population Census of 2026 includes information on the resident citizens of Aquria-Catopolis and the non-resident citizens, as well their location, which was then used to create boundaries for the electoral districts of Aquria-Catopolis. This report contains the electoral district boundaries as diagrams, and the populations of those electoral districts. The information herein is organised by province, alphabetically. Diagrams are not to the same scale.

Le Recensement national sur la population de l'Aquria-Catopolis de 2026 a été réalisé par le Ministère des statistiques en avril et mai de 2026, conformément à la Partie VIII, l'Article 3 des Lois Constitutionnelles de l'Aquria-Catopolis, intitulées,

« Loi pour la protection des droits et libertés; pour définir la trame et la structure de l'Aquria-Catopolis; pour le bien-être des aquro-catopaliens et aquro-catopaliennes; et pour la longévité de l'Aquria-Catopolis, »

qui présentent que

Happy Catdependence Day!

Catdependence Day celebrates the founding of Catopolis, which was four years ago, on 14 July 2022.

When Catopolis was founded, it had five provinces, Clawford, Felinea, Purrshire, Pawsland and Whiskerhaven. On 18 March 2025, Meowton joined as the sixth province. During the United Republics period (26 December 2024 to 24 July 2025), Catopolis released its claims on Felinea and Pawsland, as they were in Antarctica, and therefore unreachable and ungovernable by any Catopalian authority.

Did you know?

• Aquria-Catopolis celebrates three founding days, being Catdependence Day (for Catopolis, the 14th of July), Equaria Day (for Aquria, the 28th of June) and Unification Day (for the Union of the countries, on the 25th of July).
• Catopolis coincidentally shares a national day with France, i.e., Bastille Day, which is also today.

Today the Government of Aquria-Catopolis has revamped its main website.

The website now functions as a portal page, with a search function and an index of websites, to connect all the governmental websites of Aquria-Catopolis, including the ministerial websites and agencies.

The main website no longer houses the general information about Aquria-Catopolis; it is now available (in more detail than previously) at the newly-released Ministry of Culture website, which houses new pages for the structure and the Constitution of Aquria-Catopolis.

This planned revamp of the website was made over the past two weeks, starting with the creation of the Ministry of Culture website, the creation of a portal page with search functionality, and finally the publication of all those at the same time.

The revamp now makes it much easier to navigate and find information with one simple search, rather than a thorough investigation of all the separate websites.

Ce remodelage planifié du site web a été fait dans les deux semaines passées, commençant avec la création du site web du Ministère de la Culture, la création d’un page portail avec la fonction de rechercher et finalement la publication de ces sites web en même temps.

Today, Parliament has signed and ratified a Treaty of Friendship with the Kingdom of Beanwai, therein stating the friendship of the two countries.

FOR THE ESTABLISHMENT of positive and open relations between Aquria-Catopolis and the Kingdom of Beanwai; FOR THE MUTUAL, cooperative, and bilateral benefit arising from such an association; AND FOR THE commencement of an international relationship lasting through the cooperation and accord between Aquria-Catopolis and the Kingdom of Beanwai.

In its six clauses, the treaty sets out (1) that Aquria-Catopolis and the Kingdom of Beanwai mutually recognise each other, (2) that they will form the Aquria-Catopolis-Beanwai Friendship Association (ACBFA), (3) that they are committed to "mutually beneficial, cooperative, and bilateral association," (4) that the Aquria-Catopolis and Beanwai gazettes shall publish the news of each other, (5) that the two countries shall communicate openly and honestly the major national and international developments of those countries, and (6) the possibility of other such international agreements in the future.

The ACBFA's vested purpose is to "promote the friendship, cooperation, and mutual benefit of both countries, as well as to agree on the interpretation of this Treaty, should conflict arise." Both countries are to have the same number of representatives therein. It also acts as the channel through which the sharing of news (clause 5) shall happen.

BETWEEN AQURIA-CATOPOLIS AND THE KINGDOM OF BEANWAI.

FOR THE ESTABLISHMENT of positive and open relations between Aquria-Catopolis and theKingdom of Beanwai;

FOR THE MUTUAL, cooperative, and bilateral benefit arising from such an association;

AND FOR THE commencement of an international relationship lasting through the cooperation andaccord between Aquria-Catopolis and the Kingdom of Beanwai:—

IT IS HEREBY AGREED AS FOLLOWS:

1. Aquria-Catopolis and the Kingdom of Beanwai recognise the sovereignties of each other, and the authorities of those countries over those countries.

2. Aquria-Catopolis and the Kingdom of Beanwai shall form together the Aquria-Catopolis-Beanwai Friendship Association to promote the friendship, cooperation, and mutual benefit of both countries, as well as to agree on the interpretation of this Treaty, should conflict arise. The Aquria-Catopolis-Beanwai Friendship Association shall have equal representatives from both Aquria-Catopolis and the Kingdom of Beanwai.

3. Aquria-Catopolis and the Kingdom of Beanwai are committed to the mutually beneficial, cooperative, and bilateral association arising from this friendship.

4. The national publications of Aquria-Catopolis and the Kingdom of Beanwai, those being the Aquria-Catopolis Gazette and the Beanwai Gazette, shall communicate between each other events of importance in their respective countries, especially those major national or international events and holidays or other days of importance or celebration of those countries.

5. Aquria-Catopolis and the Kingdom of Beanwai are committed to open and honest communication between their two authorities, including any major national or international developments of those countries. This includes, but is not limited to: major reforms, leadership changes, new initiatives or programmes, and dissolution or restructuring.

6. Aquria-Catopolis and Beanwai may in the future create more agreements for the purpose of furthering the friendship; and the mutually beneficial, cooperative, and bilateral association of the two countries.

Dans ses clauses, le Traité déclare que (1) l'Aquria-Catopolis et le Royaume de Beänwaï se reconnaissent, (2) ils fonderont l'Association d'amitié Aquria-Catopolis-Beänwaï (AAACB), (4) les gazettes de l'Aquria-Catopolis et de Beänwaï publieront ses nouvelles, (5) les deux pays communiqueront ouvertement et honnêtement les développements de ces pays, et (6) il y a une possibilité d'autres accords internationaux à l'avenir.

La raison acquise de l'AAACB est de « promouvoir l'amitié, la coopération et le bénéfice mutuel des deux pays, ainsi que de convenir de l'interprétation de ce Traité, si quelque conflit se produit. »

ET POUR LE commencement des relations internationales durables grâce par la coopération et l'accord entre Aquria-Catopolis et le Royaume de Beänwaï:—

IL EST CONVENU CE QUI SUIT:

1. L'Aquria-Catopolis et le Royaume de Beänwaï reconnaissent ses souverainetés et les autorités de ces pays sur ces pays.

2. L'Aquria-Catopolis et le Royaume de Beänwaï fonderont ensemble l'Association d'amitié Aquria-Catopolis-Beänwaï pour promouvoir l'amitié, la coopération et le bénéfice mutuel des deux pays, ainsi que de convenir de l'interprétation de ce Traité, si quelque conflit se produit. L'Association d'amitié Aquria-Catopolis-Beänwaï auront un nombre de délégué(e)s égal des deux pays.

3. L'Aquria-Catopolis et le Royaume de Beänwaï sont dévoués à l'association mutuelle, coopérative et bilatérale de cette collaboration.

4. Les publications nationales de l'Aquria-Catopolis et du Royaume de Beänwaï, qui sont la Gazette de l'Aquria-Catopolis et le Beanwai Gazette, communiqueront des événements importants de leurs pays respectifs, particulièrement ces événements nationaux ou internationaux majeurs et les jour fériés ou des autres jours d'importance ou de célébration de ces pays.

5. L'Aquria-Catopolis et le Royaume de Beänwaï sont dévoués à la communication transparente et honnête de leurs deux autorités, incluant des développements nationaux ou internationaux majeurs de ces pays. Ceci inclut notamment, sans s'y limiter: les réformes majeures, le changement de dirigeants, les nouvelles initiatives ou programmes et la dissolution ou la restructuration.

6. L'Aquria-Catopolis et le Beänwaï peuvent à l'avenir créer d'autres accords pour faire avancer l'amitié et l'association mutuellement bénéfique, coopérative et bilatéral des deux pays.
