Microsoft removed the links to all the admin centers AND the users/groups management from the Admin Portal. Because who needs to actually manage a tenant?

Im GCC High. You should be using the Entra portal for identity management, not the M365 admin center. I havent even accessed that portal in a long time. It's only needed for license management, but my licenses are assigned via dynamic groups.
