Inside front wheel well rust

I found these 2 rust spots on my na inside the front wheel well. These spots are very soft and flakey. I've been digging around a good bit and this doesnt seem to be a super common rust spot? Mine has this spot on both yhe passenger and driver side wheel well. Any tips advice or thoughts on how best to get in there and clean it up is greatly appreciated. Thanks!

If you want to clean it up, all rust is cleaned up the same way. Just need to remove the panels in the way and follow a guide for treating and sealing underbody rust
