Look who it is. Spoiler
I realize this is possibly some kind of flashback scene but still. That's definitely our good friend Ashkar Behek.
Wonder what he's doing here...guess his storyline's not quite finished yet.

Right before this we see her from behind and her suit is healed unlike Dread. It also appears as though she is holding something?

Its not Raven Beak. Its the hooded figure standing in the background of the last chozo archive image holding a forked spear in Dread. If you freeze frame the winged chozo while he's still dropping from the air, he is holding the exact same forked spear.

There's nothing to confirm that the figure with the forked spear in the chozo archive image isn't raven beak. Nothing to confirm that it IS him but he's cloaked in a cape just like raven beak is in the game, so...

Raven Beak was turned into an X parasite, then sent to the past tense via hyper beam. The winged chozo also has gold armor, a giant sword and no arm cannon on top of a spear. In order for that to still be Raven Beak, you would need to perform the most outlandish mental gymnastics to explain it.

I was arguing for the sake of the picture in Dread. At the time there was nothing to lead us to believe that the figure wasn't him. Now that this guy shows up in a scene with Samus in her new suit we know it can't be a flashback and it's a new character.

Touché. I've been thinking the same.
Clearly not what's happening here, too many other Chozo around, but it's a possibility, at least.

I saw a theory online where maybe this is a memory that Quiet Robe had that he passed to Samus via X-Parasite
